klikFakta.com, JEPARA – Tak banyak yang menyoroti megaproyek pembangunan embung kali mati yang berlokasi di wilayah Kelurahan Bapangan Kecamatan Kota Jepara, Jawa Tengah. Padahal, lokasi pembangunan megaproyek tersebut tak jauh dari pusat kota Jepara.
Lokasi tepatnya justru dekat dengan kawasan Rumah Sakit Umum Daerah (RSUD) Kartini. Hanya berjarak beberapa meter di sebelah barat RSUD Kartini masuk sedikit. Di tempat tersebutlah terlihat sungai yang dikenal sebagai kali mati, kini nampak proses pengerjaan megaproyek dengan anggaran fantastis mencapai Rp 22 Miliar lebih.
Beberapa waktu lalu, masih dalam tahun 2017 terlihat aktifitas pengerjaan megaproyek, seperti alat berat, kendaraan roda empat besar, hingga sejumlah tukang yang tengah melaksanakan tugas mereka. Terlihat pula sejumlah material bangunan seperti batu, pasir dan lain sebagainya hingga sejumlah gundukan tanah hasil pengerukan yang dilakukan menggunakan alat berat.
Megaproyek dengan judul pekerjaan pembangunan tampungan air baku kali mati Kabupaten Jepara, dengan nomor kontrak KU.03.01/Ao.5.3/02/II/2017 tersebut di mulai pada awal tahun 2017 dengan target penyelesaian di akhir tahun 2017.
Sayangnya, target penyelesaian di akhir 2017 tak mampu dicapai. Hingga memasuki Maret 2018 ini kelangsungan atau nasib megaproyek dengan sumber biaya dari kantong APBN patut dipertanyakan.
Berdasarkan penelusuran tim klikFakta.com, progres pembangunan embung tidak signifikan dari hari ke hari dan bulan ke bulan. Akhirnya, pihak rekanan atau kontraktor yang berasal dari Pontianak Kalimantan Barat dikabarkan diputus kontrak oleh pengguna anggaran, yakni Kementerian Pekerjaan Umum, dalam hal ini Balai Besar Wilayah Sungai Pemali Juana.
“Ya, dilakukan putus kontrak. Tetapi info yang terbaru, masih diberi tambahan waktu dua bulan. Saya tidak paham betul mengenai proses pembangunan embung,” kata Direktur Perusahaan Daerah Air Minum (PDAM), Prabowo, selaku penerima manfaat dari embung tersebut nantinya.
Prabowo mengaku tak mampu berbuat apa-apa atas proses pembangunan embung tersebut. Pasalnya, pengguna anggaran langsung dari Provinsi Jawa Tengah melalui Balai tersebut. Ia hanya menunggu proses pengerjaan usai dan pihaknya dapat memanfaatkan embung jika telah terbangun untuk memenuhi kebutuhan air bersih bagi masyarakat.
Berdasarkan desas-desus yang beredar dan sampai ke tim klikFakta.com, bahwa rekanan yang sebelumnya mengerjakan pembangunan tersebut telah diputus kontrak. Bahkan, sudah ada satu nama kontraktor besar di wilayah Kabupaten Jepara yang telah “ancang-ancang” untuk melanjutkan proses pengerjaan megaproyek tersebut.
Belum lama ini sejumlah pejabat baik eksekutif maupun legislatif meninjau lokasi pembangunan embung kali mati. Tak hanya itu, baru-baru ini juga nampak rombongan salah satu kontraktor besar di Jepara yang sudah “ancang-ancang” melakukan pemantauan.
Lantas, Benarkah rekanan telah diputus kontrak? bila putus kontrak, mekanisme seperti apa ketika berganti rekanan atau kontraktor? Akankah kontraktor Jepara yang datang ke lokasi bersama tim menjadi penggantinya? Dan adakah yang “bermain-main” dalam proses pengerjaan megaproyek embung ini?
