KlikFakta.com, JEPARA – Kementerian Keuangan (Kemenkeu) menyebut kinerja keuangan Pemkab Jepara sudah sesuai jalur.
Selain itu, kebijakan yang ada mampu jadi instrumen untuk akselerasi transformasi ekonomi. Terbukti dengan raihan penghargaan bergengsi terkait transaksi pada katalog elektronik lokal.
Apresaisi atas kinerja keuangan Jepara ini disampaikan staf ahli Menteri Keuangan Bidang Pengeluaran Negara Sudarto.
Ini ia sampaikan dalam sosialisasi Undang-Undang Hubungan Keuangan Pemerintah Pusat dan Pemerintah Daerah (HKPD), di Pendopo Kartini Jepara, Jumat (6/10/2023).
“Jepara sudah sesuai dengan jalur. Mudah-mudahan kita semua bisa semakin membangun ekosistem tersebut,” ujarnya.
UU HKPD, jelasnya, mendorong terwujudnya cita-cita reformasi SDM, reformasi fiskal, reformasi sektor keuangan, dan reformasi struktural atau transformasi ekonomi untuk mengakselerasi tujuan bernegara.
Terkait keinginan Jepara memiliki tol dan pelabuhan peti kemas, Sudarto mengungkapkan “semoga suatu saat bisa terwujud, sehingga pertumbuhan ekonomi bisa semakin cepat”.
Terkait biaya pembangunan, menurutnya bisa melalui skema kemitraan dengan swasta.
Karenanya dalam kegiatan kali ini ia mengajak Direktur Utama PT Penjaminan Infrastruktur Indonesia (PT PII) hadir.
Tujuannya agar bisa melihat secara langsung potensi yang ada.
“Dengan kerja sama itu penyediaan infrastruktur publik bisa dipercepat,” terangnya.
Senada, Direktur Utama PT PII Muhammad Wahid Sutopo mengatakan salah satu alternatif yang dapat digunakan adalah skema pembiayaan kreatif. Yakni dengan melibatkan pihak badan usaha atau swasta atau sistem kerja sama pemerintah badan usaha.
“Kami dari PT PII mendapat mandat yang diharapkan dapat mendorong partisipasi dari badan usaha dalam kegiatan pembangunan infrastruktur,” kata dia.
Sebelumnya, Pj Bupati Jepara melalui Sekretaris Daerah (Sekda) Edy Sujatmiko meminta keberadaan tol dan pelabuhan di Bumi Kartini.
“Tolong itu di dorong supaya nanti bisa segera terwujud,” ujarnya di hadapan Kemenkeu, beserta Wakil Ketua Komisi XI DPRI yang hadir kala itu
Pada kesempatan itu, dia juga merinci berbagai prestasi raihan Pemkab Jepara di bidang keuangan.
Antara lain sebagai partisipan program belanja langsung toko online (Blangkon) Jawa Tengah terbaik 2023.
Lalu, ada pula penghargaan atas pencatatan transaksi tertinggi se-Indonesia untuk pengadaan barang dan jasa pemerintah di toko daring.
“Jepara juga berhasil meraih penghargaan dalam pengendalian inflasi daerah dari Kemendagri,” bebernya.
Terbaru, Kabupaten Jepara juga mendapat apresiasi dari Kemenkeu atas capaian peningkatan kesejahteraan masyarakat. Ada empat kategori yang berhasil diraih, yakni kinerja penghapusan kemiskinan ekstrem, kinerja penurunan tengkes, kinerja penggunaan produk dalam negeri, dan kinerja percepatan belanja daerah. “Atas capaian itu, Kemenkeu memberikan alokasi dana insentif fiskal kepada Jepara,” kata Sekda.
Di sisi lain, Pemkab Jepara pun terus berupaya meningkatkan pemasukan daerah dengan mengoptimalkan PAD. Salah satunya dari pungutan pajak melalui pemasangan alat perekam data transaksi elektronik, atau tapping box. “Alat tersebut telah terpasang di hotel, restoran, dan tempat hiburan,” tuturnya.
Di tengah upaya daerah dalam meningkatkan PAD, Sekda mengungkapkan banyak kebijakan pusat mengharuskan penyesuaian. Sebab terdapat beberapa sumber pendapatan diminta dihapuskan, seperti tarif retribusi uji KIR kendaraan, dan penghapusan sanksi denda keterlambatan pengurusan dokumen administrasi kependudukan. “Semoga isu mengenai pajak penerangan jalan umum tidak jadi. Karena sumber ini salah satu andalan, sebab sumbangan ke PAD mencapai sekitar Rp75 miliar,” ujarnya.
Wakil Ketua Komisi XI DPR RI Fathan Subchi yang turut hadir kala itu mengapresiasi, atas raihan prestasi Jepara. Di hadapan para peserta sosialisasi yang didominasi para petinggi, dia juga minta agar memanfaatkan forum ini dengan sebaik-baiknya. “Manfaatkan forum ini untuk membangun Jepara,” tuturnya.
UU HKPD didesain untuk mempertajam pelaksanaan desentralisasi fiskal melalui beberapa kebijakan dan pengaturan. Harmonisasi kebijakan fiskal antara Pusat dengan daerah, kata dia sangat penting untuk mendorong pertumbuhan ekonomi serta peningkatan kesejahteraan yang lebih merata. “HKPD kita persembahkan supaya ada satu sejahtraan yang merata,” terangnya. adv
