| Lounching dan Sosialisasikan Aplikasi Sistem Pelayanan Perpanjangan Ijin Mempekerjakan Tenaga Asing (SIPP-IMTA) |
JEPARA – Proses pelayanan perpanjangan Ijin Mempekerjakan Tenaga Asing (IMTA), di Kabupaten Jepara yang masih manual banyak menuai kritik dan saran dari perusahaan di Jepara. Sistem yang masih manual dalam proses pengajuan ijin tersebut dikeluhkan karena kurang efektif dan efisien.
Untuk itu, Pemerintah Kabupaten Jepara mendukung kebijakan reformasi birokrasi, utamanya pada bidang pelayanan publik, khususnya dalam hal penempatan dan pengendalian penggunaan Tenaga Kerja Asing (TKA) di Kabupaten Jepara, Selasa (11/07/2017) me-lounching dan mensosialisasikan aplikasi online SIPP-IMTA di Pendapa Kabupaten.
Aplikasi online SIPP-IMTA dihadirkan untuk memberikan pelayanan yang lebih cepat, transparan, efektif dan efisien, sehingga dapat diakses kapan dan dimanapun melalui jaringan internet.
“Aplikasi berbasis online merupakan upaya kami (Pemkab –pen) untuk meningkatkan kualitas pelayanan publik yang lebih cepat, sederhana, transparan dan terintegrasi,” kata Bupati Jepara Ahmad Marzuqi saat menyampikan sambutannya.
Dengan diluncurkannya aplikasi online SIPP-IMTA, ia berharap pelayanan pengajuan permohonan perpanjangan IMTA yang selama ini masih dilakukan secara manual bisa dilakukan secara efektif, efisien dan transparan. “Hal ini sangat penting mengingat dokumen IMTA sebagai syarat pengajuan ITTAS (Ijin Tinggal Terbatas –pen) ke Imigrasi agar TKA bisa tinggal di Indonesia secara prosedural dan legal, maka diharapkan proses pengajuan bisa selesai dengan lebih cepat. Sekaligus dapat mengurangi permasalahan-permasalahan keimigrasian lainnya,” imbuhnya.
Dikatakannya, selain SIPP-IMTA, Ahmad Marzuqi juga menyebutkan, kepemimpinan pada periode 2017/2022 dirinya bersama Wakil Bupati (Wabup) Dian Kristiandi, baru 1,5 bulan sudah ada tiga sistem informasi yang digagas bersama Organiasai Perangkat Daerah (OPD) terkait, yaitu Sistem Informasi Manajemen Tata Ruang Menuju Pelayanan Perizinan Prima (e-SING MANTAP) untuk memberikan pelayanan perizinan pembangunan dan investasi kepada masyarakat dengan cepat sesuai kebijakan tata ruang, Sistem Informasi Angkut Sampah (SI-Angsa), dan SIPP IMTA.
Hal senada juga dikatakan Kepala Dinas Koperasi, Usaha Kecil Menengah, Tenaga Kerja dan Transmigrasi (Diskopukmnakertrans) Kabupaten Jepara, Dwi Riyanto, aplikasi SIPP-IMTA yang menggunakan website milik Pemkab Jepara yang dikelola Dinas Komunikasi dan Informatika (Diskominfo) Kabupaten Jepara sebagai tim teknis ini, merupakan respon cepat atas keberhasilan Pemerintah Daerah (Pemda) Kabupaten Jepara menghadirkan dan mengundang investasi asing, dengan berdirinya perusahaan-perusahaan multi nasional yang menyerap banyak tenaga kerja termasuk didalamnya tenaga kerja asing.
“Dari data wajib lapor ketenaga kerjaan tahun 2016, tenaga kerja asing di Kabupaten Jepara berjumlah 292 orang, dan yang mengajukan perpanjangan IMTA di tingakat kabupaten berjumlah 105 orang (TKA yang hanya bekerja di Kabupaten Jepara), dan menghasilkan income daerah sebesar Rp. 1.413.581.000,” ungkapnya.
Selain itu, dengan hadirnya SIPP-IMTA ini, dirinya mengatakan sebagai penguatan program E-Government dan Smart City yang telah dicanangkan oleh Bupati Jepara Ahmad Marzuqi, dalam hal pemanfaatan teknologi dan informasi dalam mendukung sistem pemerintahan dan pelayanan kepada masyarakat.
